The sample Hatch Covers provided for testing have failed the testing requirements set forth by the Association of American Railroads in the Standard S-2037-92. Pictures 006 and 007 show the damage to the cover after the failed test procere 3.3.7. (I have attached a PDF of the failed procere). The cover also did not have the proper Gel Coat Thickness but this was our fault because the print doesn』t specify thickness.
The hatch covers provided weighed 65 lbs., making the required changes may increase the weigh a little, which is okay as long as they don』t exceed 70 lbs. The weight of the cover was also not on the previous drawing but it is on the revised issue. We also had one issue with the provided samples, the supplier did not trim them to print dimensions. We have also added this to the new drawing as we are not set up to trim these covers ourselves.
We have revised our Hatch Cover drawing to reflect changes that should ensure the passing of the next samples that will be provided. The changes on the hatch cover are highlighted on the drawing so it will be easy to see what needs to changed. These changes also include some corrections of mistakes we made on the provided drawing as well as changes to ensure successful testing. I have attached a PDF file of the revised hatch cover drawing reflecting the necessary changes and I will mail three hard copies to the Shanghai Office per your request.

如果消費者在遇到商品質量問題,向生產,經銷企業反映問題解決不了的情況下,內可能就會想到告狀,容打官司。無論是到商店的主管部門,技術監督部門,消費者協會,工商行政管理部門投訴,還是到人民法院投訴,一般都要遞交書面投訴書,或起訴狀,這樣能更好清楚表達自己的意願和要求,便於受理機關審理案件。也可以向有管轄權部門的接待人員口頭提出投訴要求,由有關工作人員做好筆錄,原告人簽字或蓋章以後就完成了口頭投訴的手續。
投訴書應按下列內容書寫:
題頭應寫:起訴狀,訴狀或投訴書。
在題頭下面應寫明自己所投訴的問題性質和種類。如:「假冒名牌」,「摻假是假」等。
接著寫明投訴的內容,反映的問題。這部分要實事求是,一目瞭然,不能含糊不清,不要因為氣憤或懷有不正當目的,隨便誇大事實或縮小事實,給解決問題帶來困難。
最後寫明投訴者的意見,這部分內容要合情合理,不可無理取鬧,刁難別人;引用有關規定要准確,不要斷章取義,同時要提出准確的證據,投訴書還要寫明:

一、調查處理情況。
4月1日,經調查落實用戶投訴情況屬實,我公司已於2008年3月28日給完成點火通氣,並已與該用戶進行了電話聯系,用戶表示滿意。
二、引起投訴的原因。
1、任務量增加是造成用戶投訴及未按期履約的原因之一。
去年10月份起至今年1月底,我公司按天然氣民用戶安裝計劃是6000餘戶,而從10月份起我市廣大用戶申請報裝天然氣的熱情高漲,為盡量滿足百姓的這種需求,我公司接納用戶的數量已達14000戶左右,並且絕大部分是要求在過年前點火送氣。雖然在施工力量、施工措施方面已做了大量的准備,但任務量的增大和部分用戶或小區的施工環境未達到要求,有的甚至人為阻工,經多方協調仍不能解決問題,致使工程不能按計劃完成。
2、冰凍期長是造成用戶投訴及未按期履約的原因之二。
今年從元月以來,南方數省及我市遇到了百年一遇的冰凍災害,冰雪災害期達三十餘日,致使2000餘戶居民安裝不能如期完成。
3、施工隊民工不能按國家規定休假正常上班是造成用戶投訴及未按期履約的原因之三。
「春節」是國家和民族的傳統佳節,按農村的傳統習慣,一般要出正月十五才進城上班,而施工隊大部分是農民工,致使冰災過後較長一段時間仍不能組織正常施工。
4、去年10月,為適應市場和公司管理需要,我司信息化上線,信息化的實施對公司原新有業務流程有更高的要求,原業務模式將按要求進行變更,業務崗位人員將有一段適應過程,也給業務流程的正常進行帶來一定影響。
三、下一步的整改措施。
1、成立用戶投訴處理小組。
從3月初起,公司根據用戶的投訴情況,迅速成立投訴處理小組,全權處理未按合同履約的用戶投訴,根據用戶需求,重新按時間、計劃、按要求盡快保證用戶履約天然氣安裝、通氣。從處理的用戶投訴情況來看,效果良好。
2、制定業務流程的實施考核辦法和投訴受理考核辦法。
3月初起,公司先後制定了《業務流程的實施考核辦法》和《投訴受理考核辦法》。要求各相關責任部門及責任人認真組織學習,公司按辦法認真進行考核,並在3月15日開始執行,盡快理順業務流程。
3、在短時間內力促合同履約。
截止春節前未按時安裝的天然氣合同民用戶大約有2000餘戶,公司正採取措施,在4月底以前有計劃、有步驟地完成這部分用戶的履約。
4、加強施工隊的培訓教育。
認真組織施工隊人員的安全及文明施工,服務規范教育,以確保用戶對安全和服務滿意。
5、吁請政府、媒體及相關部門給予我們更大的理解和支持,幫助我們協調和化解一些矛盾及問題。
我們相信,在政府及廣大用戶的理解和支持下,通過全司人員的不懈努力,我們將迅速改變現狀,不辜負政府及老百姓的期望,更好地去服務社會、服務人民。
