Ⅱ 如何把科研成果轉化教學成果.ppt
回顧十幾年來來我國科技改革,在科源技與經濟的關繫上,總的情況是科學技術面向經濟建設的局面已經基本形成,而經濟建設依靠科學技術的機制還沒有建立。我國經濟現在正處於轉軌時期,有利於科技成果順利轉化的體制與機制的建立與完善,還需要一定時間,與之相關的問題很多,短時間內也不可能都解決。在這種情況下,政府一方面要繼續深化科技體制的改革;另一方面,可以從一兩個重要問題的解決著手,帶動其他問題的解決。目前,政府可以通過加強以科技需求為導向的行為,促進經濟建設依靠科技進步機制的形成和企業技術創新主體地位的建立。
具體措施,如:
1、制定大型政策購買計劃,類似於美國的「星球大戰計劃」、西歐的「尤里卡計劃」,主要依靠國內科技力量和企業單位完成,以科技需求引導科技供給。
2、政府購買業務和各種旨在激勵科技進步的政策,要與企業、科研單位近幾年的科技行為掛鉤,尤其是將科技投入行為作為企業享受各種優惠政策的一個重要指標,從而刺激整個經濟界對科技的需要,促使企業自主地提高科技投入,重視科技進步,改善經營者短期行為。
