Ⅱ 如何把科研成果转化教学成果.ppt
回顾十几年来来我国科技改革,在科源技与经济的关系上,总的情况是科学技术面向经济建设的局面已经基本形成,而经济建设依靠科学技术的机制还没有建立。我国经济现在正处于转轨时期,有利于科技成果顺利转化的体制与机制的建立与完善,还需要一定时间,与之相关的问题很多,短时间内也不可能都解决。在这种情况下,政府一方面要继续深化科技体制的改革;另一方面,可以从一两个重要问题的解决着手,带动其他问题的解决。目前,政府可以通过加强以科技需求为导向的行为,促进经济建设依靠科技进步机制的形成和企业技术创新主体地位的建立。
具体措施,如:
1、制定大型政策购买计划,类似于美国的“星球大战计划”、西欧的“尤里卡计划”,主要依靠国内科技力量和企业单位完成,以科技需求引导科技供给。
2、政府购买业务和各种旨在激励科技进步的政策,要与企业、科研单位近几年的科技行为挂钩,尤其是将科技投入行为作为企业享受各种优惠政策的一个重要指标,从而刺激整个经济界对科技的需要,促使企业自主地提高科技投入,重视科技进步,改善经营者短期行为。
